  • 0:02 | thank you Mr chairman Mr vot I I
  • 0:05 | appreciated the opportunity to meet with
  • 0:07 | you last week but I do continue to have
  • 0:10 | very serious concerns regarding your
  • 0:12 | nomination starting with your position
  • 0:15 | and record on empowerments I do not
  • 0:18 | believe what happened in the case of
  • 0:20 | withholding security assistance to
  • 0:22 | Ukraine in 2019 while you were acting om
  • 0:25 | director was an accident or a
  • 0:28 | misunderstanding and and I fear it is
  • 0:30 | actually a harbinger of what is to come
  • 0:33 | these next four years in fact on his
  • 0:35 | first day in office we saw the president
  • 0:38 | order among other things what appears to
  • 0:41 | be an illegal deferral of inflation
  • 0:43 | reduction act bipartisan INF
  • 0:46 | infrastructure law and foreign
  • 0:48 | assistance funds as Senator Merkley
  • 0:50 | referred to and Mr vote your written
  • 0:53 | response when pressed on this that you
  • 0:55 | will follow the advice of the incoming
  • 0:57 | om General Council Mark pale ETA someone
  • 1:01 | who has called the impowerment Control
  • 1:03 | Act a stupid law and recently tweeted at
  • 1:05 | you to impound baby impound is a bit
  • 1:09 | Rich look as I said to you at our
  • 1:11 | meeting members of Congress on both
  • 1:14 | sides must know a deal is a deal a deal
  • 1:17 | is a deal when we reach a bipartisan
  • 1:20 | agreement on major legislation
  • 1:22 | agreements cannot happen and Congress
  • 1:25 | cannot function without that level of
  • 1:28 | trust and impound baby impound is not
  • 1:31 | the answer I am looking for so I want to
  • 1:34 | ask you today will you if confirmed as
  • 1:37 | director director Faithfully follow the
  • 1:40 | law the empowerment Control Act yes or
  • 1:43 | no Senator we will Faithfully uphold the
  • 1:46 | law the president ran on the notion that
  • 1:48 | the empowerment Control Act is
  • 1:50 | unconstitutional I agree with that I
  • 1:53 | would in response to the both questions
  • 1:55 | say that what the president has unveiled
  • 1:57 | already are not impoundments they are
  • 2:00 | program lock ever been said to be
  • 2:03 | unconstitutional by a court of law uh
  • 2:06 | not to my knowledge it has not so it is
  • 2:09 | the law of the land I don’t care what
  • 2:10 | the president said when he was running
  • 2:12 | it is the law of the land so will you
  • 2:15 | follow that law if you are confirmed to
  • 2:17 | this office Senator the president and
  • 2:19 | his team is going to go through a review
  • 2:22 | with our lawyers if confirmed uh
  • 2:24 | including the Department of Justice to
  • 2:26 | explore the parameters of the law with
  • 2:29 | regard to the empowerment Control Act he
  • 2:32 | hasn’t developed a strategy that he’s
  • 2:34 | announced as as it pertains to how we
  • 2:36 | would approach it there are pieces of
  • 2:38 | legislation that have been proposed by
  • 2:40 | members of this committee uh that we
  • 2:43 | propose legislation all the time well if
  • 2:46 | the rule of the law in a state is that
  • 2:50 | it’s a 50 m
  • 2:51 | hour uh speed limit you can’t just say
  • 2:54 | well I think that’s irresponsible and
  • 2:56 | I’m going to challenge it so therefore I
  • 2:58 | don’t have to follow it the empowerment
  • 3:00 | law is the law will you follow it or not
  • 3:03 | you can say that we’re going to look at
  • 3:05 | it and might challenge it in court but
  • 3:07 | it is the law today will you follow that
  • 3:10 | law as director Senator the reason why
  • 3:12 | the president ran on this is that 200
  • 3:14 | years of presidents had this telling me
  • 3:16 | why you don’t agree with the law the law
  • 3:18 | is the law will you follow the law and
  • 3:20 | what he found in the first term was that
  • 3:22 | we had agencies that would push out
  • 3:24 | spending at the end of the fiscal year
  • 3:26 | Mr chairman I’m gonna take my time back
  • 3:27 | for a minute and just tell all of us we
  • 3:30 | work all the time on Appropriations
  • 3:32 | where I am ranking member to come to an
  • 3:34 | agreement Senator Graham you and I work
  • 3:36 | on agreements and we decide yeah okay
  • 3:38 | we’ll both vote for this we have an
  • 3:40 | agreement how can we ever have an
  • 3:42 | agreement in the future if a president
  • 3:45 | whoever he or her maybe in the future
  • 3:47 | has say over that saying n never mind
  • 3:50 | I’m not going to pay for this part of it
  • 3:52 | we have to have agreements it is the law
  • 3:54 | of the land uh and I have to say that
  • 3:57 | your answer to this should be
  • 3:58 | disconcerning to every single member on
  • 4:00 | this committee um I have a minute left
  • 4:03 | and I want to ask you another important
  • 4:05 | question to me because as director of
  • 4:07 | the powerful office of managing budg
  • 4:09 | budget your job will not be merely to
  • 4:12 | execute the president’s agenda it is
  • 4:14 | also to advise the president on policy
  • 4:16 | as you’ve made C clear so I want to ask
  • 4:19 | about women’s health policy you were a
  • 4:21 | lead author of the anti-abortion project
  • 4:24 | 2025 you were also caught just a few
  • 4:27 | months ago saying that when it comes to
  • 4:29 | abortion you quote want to get to
  • 4:31 | abolition now everyone should understand
  • 4:34 | that abortion abolition means zero
  • 4:38 | abortions under any circumstance
  • 4:41 | whatsoever so Mr vote you have said that
  • 4:43 | you don’t believe in exceptions for rape
  • 4:46 | for incest or life of the me mother is
  • 4:48 | that your position Senator My Views are
  • 4:50 | not important I’m here on behalf of the
  • 4:51 | president as his nominee to restore
  • 4:54 | fiscal accountability I’m asking you a
  • 4:55 | question under oath um sir because you
  • 4:58 | want to be direct of an office that will
  • 5:01 | advise the president and we have a right
  • 5:03 | to know your views will you answer the
  • 5:05 | question I I will Senator because it’s
  • 5:07 | consistent with the pre the views that
  • 5:08 | the president ran on repeatedly made his
  • 5:11 | views very clear on abortion with regard
  • 5:14 | in the last election in the case of rape
  • 5:17 | incest life of the M that is his View
  • 5:19 | and I will I will strictly abide by the
  • 5:21 | president’s View and that that will be a
  • 5:23 | general theme throughout this entire
  • 5:24 | hearing my view of the of the position
  • 5:27 | is that you come into an Administration
  • 5:29 | and you do what the president ran on
  • 5:31 | what the president’s viewpoints are and
  • 5:33 | you do you take that Viewpoint and you
  • 5:36 | it my time is up it’s very clear um what
  • 5:39 | your stance is on this and people in in
  • 5:41 | this country women and men alike should
  • 5:42 | know
  • 5:43 | that who
